Don't know about CA, but in NJ if you don't have a plate they impound
the vehicle and take it away on a hook, and if you're real nice they
might give you a lift to a pay phone, after checking you out for
priors and warrants, of course.
You get the vehicle back when you get plates, pay the fine and the
storage charges, and smile real nice. And of course you have to go to
the impound yard, which is 50 miles from noplace you'd ever want to
be.
