Hi Bruce,

I checked through all my camouflage and marking manuals last night, from
1942 through 1988 and didn't see any reference to painting markings on a
contrasting background. All painting of markings is supposed to be
Lusterless Black on the background camo (3-color for 1990), except where the
markings would overlap onto a portion of the camouflage that is also flat
black (where the marking then changes to CARC green for the overlapped
portion of the lettering, if using 3-color NATO camouflage patterning).

However, In Military Vehicles Issue # 70 (November/December 1998) on page
63, the article titled "50 Painting Pointers" mentions: (quoted here for
your personal use)

"Light Background for Unit Markings.
In April 1998, the Army decreed that flat black unit markings on each truck
were to be painted on a light color background to make them more readable.
Most domestic units painted rectangular sand-colored patches on bumpers and
repainted their unit markings in flat black."

So it appears that for the period you are interested in restoring your truck
to (1990), flat black unit markings on the 3-color camouflage would be
correct.
