To all hands:
I wrote AM General to see what they were saying, my query and their response

Subject: Surplus Humvees
Mr. Rayfield:
To the best of my knowledge, AM General Corporation has NOT been actively
contacting state DMVs to discourage them from licensing military Humvees
sold to the public. (I can't speak for all of our dealers.) If you could be
specific about the source of your understanding, I might be able to provide
a better response.
Anyone who asks me about surplus military Humvees receives the following
response:
"AM General Corporation, manufacturer of the M998 Series, High Mobility
Multipurpose Wheeled Vehicle (HMMWV, or Humvee(r)), does not endorse or
support the sale of these vehicles to the general public or private
entities. AM General further opposes any use of these military vehicles by
individuals or entities outside of the military context for which the
vehicles were designed. AM General Corporation does not sell the military
vehicle or service parts for the military vehicle to the general public."
A search of my e-mail files indicates that I sent this statement to one DMV
(Florida) in response to a request for information about a specific military
vehicle. I only make the quoted statement in response to queries.
It should be readily apparent why AM General takes this position on surplus
military vehicles, but if you have any questions, please call me at (219)
284-2929.
Sincerely,
Craig C. Mac Nab
Director, Public Relations
AM General Corporation

Subject: HUMVEE
It is my understanding that AM General is actively contacting the department
of motor vehicles of individual states to disuade them from licensing
government surplus HMMWV's ("Humvee's") sold to by the government to the
public. We have been made aware of this and would like you to confirm or
deny this, and if you confirm this, would like AMG's official reasoning
behind this.
