stuck valve

Could someone please help me and tell me - How do you unstick a stuck valve?
We took off the head and it is the # 1 valve that is stuck. We hand spun the
engine and all of the other valves are ok. We then tapped the stuck one and
it goes down, but when it goes back up it does not go back down. We put some
WD 40 on it over night Will this work? Please help
