Thanks to Joe Foley for this link:

Its exactly what I was looking for.
Buying stuff from the DMRO and GSA has its advantages and disatvantages from
buying from a private seller or lot, like memphis equipment.
Buying from the goverment:
Pros:
Cheaper vehicles
Better selection (usually)
may be closer to your house then a lot somewhere.
Cons:
Vehicles are usually broke,
missing parts,
dont run,
take work to fix
usually have to be towed home ($$$... ouch!)
Buying from private ppl:
Pros:
Complete vehicles
Can be made to your specs
You know what youre buying
Customer service if something breaks
a warranty sometimes
usually you can drive them halfway accross the US to
get home with no problems
Cons:
More expensive.
Smaller selection.
Hope this helps.
