But, you can import "salvage" materials. By definition, you cannot "legally"
make a running vehicle out of imported salvage. You can only melt the stuff
down.
There are loopholes that do work, but they're not 100% legitimate and
require you to do some illegal stuff like swapping VIN numbers.
An "acredited educational instituion" like a museum has some lee-way, but
don't try to just set one up on paper just to get an MV imported. The
authorities will come and check. Just like they do now with an FFL.
There are still plenty of MV's just coming into the civilian market from the
government in the U.S.. It would IMHO be a better idea to look around the
U.S. than overseas.
