The shackles on top of the rear spring mounts are intended for lifting
the truck with a crane, and the "C"-shaped metal parts above them on
the body are intended to guide the lifting slings in the right
direction. I don't know about tie-downs, though... I was wondering
that myself. I don't think the lifting shackles would make good
tie-down points, because they will move as the tandem rotates on
non-level ground, possibly damaging the bed or cargo in the process.

My deuce is a shop van, but it has the same lifting shackles and "C"
thingies.
