Back in '91, I spent a month in Hungary and Ukraine on business. Then the
official exchange rate of the Russian Rubel was two rubels for one US
dollar. However, the Hungarians were able to exchange one US dollar for 200
rubels on the black market. A substantial difference in value. I was told
back then, that the typical Ukrainian income was the equivalent of two
hundred US dollars a month. Now, if these fellows are asking a million US
dollars for equipment that has 'just been discovered', how many communities
do you think are going to get to 'retire' off of this sale? I'd say that it
would be a substantial exchange even in todays market.
