(Tuesday, September 12, 2000) -- You may have heard of S. 2099, the
National Handgun Registration Bill, which has been introduced by U.S.
Senator Jack Reed (D) of Rhode Island.
This bill, if passed, would treat all handguns like machine guns for
purposes of federal law.
This means that ALL HANDGUNS, EVEN IF THEY ARE CURRENTLY OWNED,
would have to be registered with the federal government.
A. License Existing Handguns Like Cars
Handgun owners would have to receive a license from the government
if they are to continue to own their handguns. They would have to
submit an application, together with fingerprints and a handgun tax.
This information would be compiled into a national handgun registry.
Currently, S. 2099 is bottled up in the Senate Finance Committee.
We need to ensure that it stays there. While this bill is probably
"dead in the water," one strong round of gun owner activism will
nail the coffin lid down tight and keep S. 2099 from surfacing in
the final days of the 106th Congress.
B. ACTION: Contact Your Senator By Email Or By Phone
(1-800-648-3516)
Since you live in one of the states below, please contact your
Finance Committee senator and let him know you oppose S. 2099.
Please insist that he tell you his position on national handgun
registration and on this bill. Tell him that you don't want a
generalized letter on gun control or the Second Amendment. You want
to know whether he supports or opposes S. 2099. Period.

----- Pre-written letter -----
Dear Senator:
S. 2099, which is currently before the Senate Finance Committee,
would impose national handgun registration.
All handgun owners -- current and prospective -- would be required
to be licensed by the federal government. They would have to submit
fingerprints and pay a gun tax.
Please let me know that you oppose S. 2099. Please do not send me a
generalized response concerning your position on handgun control or
the Second Amendment in general.
Rather, I am interested in knowing whether you support or oppose
S. 2099. Period.
Thank you in advance for letting me know where you stand on this
critical issue.
Sincerely,
