suggestions for this import?

Trying to import a mil-veh from Viet Nam and hit some snags.

Wondering if anyone could shed any light on this development or make some
suggestions of where to get some good answers. I have also included a few
phone numbers and locations should you follow in my path sometime:

Here is the deal. It's real simple... but government made is real
complicated. I wanted to bring in a former USA jeep. That's it... no big
deal, just an old jeep. It's not armour, is has no weapons and it's 25 years
old, so even DOT could care less.

I called the Dept. of State, Political and Military Affairs office.
202-647-9022. Spoke to an aide who said he can't find this specifically
addressed in the ITAR rules. Unsure what ITAR is precisely, but believe it
has to do with restricted exports and a few imports.

This person felt that since Viet Nam was on the "Prescribed List" such
importation might be met with resistance by Customs; if they caught it and
made and inquiry back to the State Dept. The person I spoke to was not
concerned about the mil-veh aspect as it was not SME classed and no form 6
required from BATF. He chuckled and said this was a big issue around his
office. His concern was over the trade status of the nation itself and he
said so.

He said since they couldn't give a definitive answer if I could or could not,
only that if I did we would be headed for some serious problems at Customs.

By suggestion, I called the Viet Nam desk at State that handles exports and
imports from that country and also because they know when the "prescribed
list" would be lifted from Viet Nam.

I was previously told that Viet Nam would probably be off the prescribed list
in about 6 months, maybe sooner. However, the only way to cleanly import
items without being hassled is to get a waiver, but that can only be done by
the White House. FYI: The Viet Nam desk number is 202-647-3133, but nobody
ever answers.

Anyone have any suggestions? Thanks...
