the owner of this truck (Mike Beckett) has asked me to forward another

Is there any publication, or article, which describes how to determine
whether the split-ring is correctly and safely located on the rim prior to
inflation? He also would like to know if there is a drop-center alternative
that he can use to mount 750x16 tyres on his 1/2-ton Dodge WC42.
