I have a problem with the fact that

Ok, whats to stop a group of interested parties all around the world setting
up a Salvage Board. I am well aware that there are "rotten apples" in every
barrel, but when looking at the big picture, I'm sure backing would not be
hard to get.
Basically if someone wants to salvage an item and their intention is for
prosperity not financial gain, the relevant chanels are notified and the
item is salvaged. There would have to be laws reguarding ownership etc and
all countries sign up etc.
Eg:
Any Military product, vehicle etc, if having been untouched, dumped,
de-activated etc for a period of more than X years becomes the legal
responsibility of the (International Salvage Board eg only) and all rights
of ownership shall be removed from the country of service.
Naturally there would be a lot more than this, but its only an idea, and
maybe it's a start.....
