Loading loops, for crane loading.
One on each corner and heavy enough to pickup both the trailer and load
together.
Just a guess.

According to TM9-2330-213-14, they are tie down loops, although the same
manual a few pages over shows loading instructions to secure the trailer to
a
railroad flatcar, and the trailer is not secured with these tie down loops.
