All,
I accessed the site and downloaded AR310-50. It is a list of all (thousands)
of the various acronyms and abbreviations that the Military uses.
Unfortunately, it doesn't have anything to do with bumper numbering. I'm
going to check with some active duty people I know and see if I can't find
out what AR covers this topic.
