I put this question to a retired U.S. Army Colonel friend of mine, who responded
accordingly:

"I think they are still good and there has been quite a bit of accrued interest
on them (not enough to overcome the ravages of 45-plus years of inflation
though). If he takes them to any full service bank, they can quickly answer the
question of are they still negotiable and for how much. I don't know what their
worth would be in the collectibles market. I am not sure there is a large market
for old government financial instruments."

I hope this helps, and please keep us posted! I would like to know the outcome,
purely for interest's sake...
