ANSWER: 393.11 indicates what the minimum standards for lighting are and
sets threshold dates for lighting devices and reflectors for vehicles placed
in operation on, before, or after March 7, 1989. ON or BEFORE this date,
vehicles may conform either to the federal regulations or the requirements
set forth in 393.11. AFTER this date, the vehicle must conform to the
federal regulations in effect at the time of manufacture and I *believe*
this would exclude HMV's with other than standard civilian type lighting.
Generally speaking, the vehicles must continue to have all the lighting they
were manufactured with. Remember this is for interstate commercial
carriers.

ANSWER: If you are asking if your lighting must conform to 393.11 of the
Federal Motor Carrier Safety Regulations (FMCSRs) while operated NON
commercially, the answer is NO. For NON commercial activities, FMCSRs do
not apply in any way. Refer to your own state laws on equipment
requirements.
