4290-21239 means you have a 3/4-Ton Dodge "Flat Face
Cowl with Bucket Seats" which was the 21,239th body of
that type built:

This is not a Command Car. A 3/4-Ton Command Car body
tag would be 4219-XXXXX (Reconnaisance) or 4229-XXXXX
(Radio Reconnaisance). The serial number will be
found on the outside of the left front frame rail just
in front of the tire in large numbers with the format
"81XXXXXX."

Assuming that it has the original running board, it is
most likely a WC-51 or WC-52 (WC-52 has a winch).
