In the UK we have a roof repair rubber paint available. It comes with
it's own primer and you need to prime / cure / paint but when it's on it
stays. I've used it on DUKW hull, Carryall roofs, battery box floors.

It's vile stuff and expensive, but it's the ticket for this sort of
application (and of course you can use it on your house roof if it leaks
too.......)
