Rust removal on large areas?

Looking for a tip on an economical solution to removing rust and pitting
from a large area. Naval jelly is kinda expensive for a large quantity.
Is there a cheap substitute chemical to either remove the rust or
stabilize it so I can smear bondo or whatever all over it and sand it to
smooth, and have it stay put? I'm working on a hardtop cab. Thanks. Jim
