Hi Jim,
You want to get a chemical rust kill such as "Ospho" or "Extend". They
have oxyalic and phosphoric acid in them and will stop the oxidation
process. They both work well as a pre-primer and can be painted over in
about 24 hours. They are available in most hardware stores and are
inexpensive. I have used them with good results.
