Are we missing something here??
All airplanes built before about 1945 were tail
draggers. All that was needed for a "tug" was a heavy
truck, there was no real need for a purpose built
vehicle to move airplanes around on the ground.
Maybe this WAS a "tug"/maintenance vehicle, with all
the tools needed to start the persnickety engines of
the time right there handy, it would have been heavy
enough to move the biggest of the time.
Try doing a search for the DC-3 and see what was
pulling them around. Howard Hughes used two D-9 Cats
to move the Spruce Goose.
This would have been before the B-17 or any other big
bombers.
