Well, I tried to get a form 97 based title in Washington State and had to try 3
different licensing agencies. All of them had a different interpretation of the
laws, so it was a matter of time and how many places I had to try before scoring a
title. My form 97 had 'unknown' for manufacturer and year. There is no one
answer. Jim
