I live in Oklahoma and have had some luck in getting clear
titles on several vehicles that I had very little paperwork
on. You can refer your Okie Mutt owner to me.
Many of the basic ideas other listers have suggested work
anywhere.
Talk to other collector car owners to get their opinion of
the various local tag agents. It doesn't legally matter which
one you use, but if definitely matters if one agent is easier
to deal with. My local agent usually isn't good to go to with
<odd> requests, but the agent in a little town 10 miles away
is helpful and isn't basically suspicious.
Have whatever paperwork you have in order and think about
what you are going to say. Be polite, be positive, and don't
volunteer anything they don't ask for.
Oklahoma requires that you take the vehicle to an agent for
examination of the numbers. I have gotten around that by asking
for the form so that I could have the police or sheriff verify the
numbers. In one case with a non-moveable vehicle, I drove two
block to a donut shop (no kidding) and ask one of them to follow
me to verify the number. He did.
As a last resort in Oklahoma, go to the Licensing Division of the
Oklahoma Tax Commission in Oklahoma City. They are friendly,
knowledgeable, and have all the correct people and answers. If
it weren't a two hour drive, I would always go there first.
