Extend is a rust converting product put out by Locktite, see:

To quote the site,
"A fast drying, milky white latex coating that is applied to metal to stop
rust, protect the surface and act as a primer for the finish coat.
No more scraping or expensive sandblasting. Brush on Extend to kill old
rust, prevent new rust. Use as a primer or finish coat. Surface rust must
be present. Not for new, clean surfaces.
Applications: Rusted steel and iron. Pipes, valves, fittings, truck
trailers, storage tanks, fences, guardrails, conveyors, supports, overhead
cranes, booms, floor gratings, ductwork, agricultural equipment, snow
removal equipment, outdoor sign supports, posts, hatch covers."
And, I might add, WC53 Carryalls. My local Ace Hardware stocks it. Small
bottles, but a little goes along way. I can't remember the price, but it
wasn't bad... $10.00 neighborhood perhaps.
