It goes in the directory c:\windows\command\
I have no idea if it has to be reinstalled or you can simply place it there.
Since it is an executable program, my best guess is that you can just copy
it into that directory and everything will be fine.
Worst case, you can re-install Windows on your machine and be confident that
the damage is repaired.

It was deleted from the bin. I have another copy of the file now, but how
