This passenger vehicle thing about M35's comes up in Washington State, too.
You can register the truck as a passenger vehicle instead of a truck and
avoid paying the annual tonnage fee. This allows you to avoid pulling in to
weigh scales and saves about $150 a year.
On the other hand, if the registration shows that the vehicle is designed to
carry more than 15 passengers, which it IS, then you need to have a CDL and
a bus endorsement (under Federal Law). When this happens, your insurance
goes through the roof (actually, it becomes unattainable, as no commercial
bus insurance carrier will write the policy for such a beast).
