All depends on the definition of inoperative(BTY that word is not even in my
dictionary) since it is a ordnance about cars a case could be made since it
is not registered or inspected it is inoperative because legally you can not
drive it and whether it runs or not would be beside the point. It could be
one of those "Catch 22" things. And did you know that in most states the
land you "own" only allow you the use of the top of it? You have no mining
