Hi, I live in CALIFORNIA and input VIN all
day.
Atleast once a week someone from out of
state wants to register in CALIFORNIA.
No big deal, if '74 and newer, the vehicle must
be smogged (no diesels or motorcycles yet!).
The correct sequence is : Enter CALIFORNIA, obtain smog certification
if needed, go to DMV with a small wad of cash, and presto! registration.
Not one of my old vehicles has a 17 digit VIN.
17 digit VINs are a 1980 and newer thing. I
smog vehicles ALL DAY that have VINs with less than 17 digits.
I had to go to CHP to have a metal door tag
riveted in a '38 IHC pickup doorjam. It used to
be a free service but now they charge...The tag has considerably less
than 17 digits!
The CHP officer was very nice and I doubt if
he knew or cared whether my old POS was of
US manufacture or used to be driven by Bill Gates. He did his job,
period.
I suggest you contact a registration service.

I've used this gentleman's service many times and he knows exactly
what you need. For a reasonable fee he will handle the entire
transaction. He's an ex-DMV clerk.
