I had a similar problem on another GM gas powered vehicle long ago, I checked everything out and could find nothing wrong. Turned out that the starter engagement
solenoid was simply not up to snuff, replaced the solenoid and the problem was history. Try swapping just the solenoid first, if you can get them they are a lot cheaper
than the entire starter!
