My recent experience on five Form 97 truck purchases
is that it's easy to convert a 97 to title in TEXAS.
With proof of liability insurance you get
title/plates, without insurance you can get title/no
plates. The tax office essentially looks at the 97
like an MSO and requires no proof of inspection or the
like required, for instance, when an out of state car
is being re-titled in Texas.
Since the 97 is not transferable, I would assume this
seller would have to convert to state titles and then
reassign ownership for any successful bidder.
