it isn't the best of circumstances for painting, but it can be done. This is
the way we do it using aerosol cans, here in the UK, where the ambient
temperature is always around freezing (:
Warm the surface to be painted with a propane torch (avoid doing this on the
gas-tank). Get the surface hot-to-the-touch but don't scorch or blister the
primer / base coat. Meanwhile, drop the can(s) of aerosol paint into a bowl
of hot water so that the contents warm up.
When the can(s) are hot and the surface to-be-painted is equally hot, shake
the aerosol can thoroughly and then spray the paint.
The combination of a hot surface and hot paint will result in a "baked-on"
finish which is very durable.
However, the best way to paint your vehicle when the local temperature is so
low, is to ship your vehicle to Ca, spray it there, then ship it back !!!
