Form a panel out of the same gauge metal that the cowl is made of and then
cut it to the size you want. Then lay it on the cowl and draw a line around
it and then draw a line 1/2'' smaller in the inside of it. Cut it out, on
the inside line with an air cut-off disk tool. Then use vise-grip crimp
pliers to crimp the metal around the hole down, so you can drop the panel
you made into it. If you drill 1/4'' holes around the edge of the panel you
made you can spot weld it. If you don't weld don't drill the holes, 3M and
Uniroyal makes metal glue you can use but be sure to use your respirator,
your gloves and eye protection with it. Then just fill the seam with body
filler.

The area also involves the fastening points for the winshield brakets. Mine
are peppered with small holes, and it appears that the underside of these
curves was a good place for road salt and garbage to collect. One truck
revealed an earlier attempt at repair. As I was removing the hood hinges, I
found that the cowl level was built up at least 1/4" on each side with
Bondo. The hinge itself was set on the resulting repair. This has lost
adhesion, and rust has gone through in a few places. I'll need to
re-establish the proper level and location for the hinges, as well as fill
in the dozens of small rust holes in the cowl.
