1952 Dodge engine, 6-cylinder, 230 cubic inch, model T-245, 'flathead

#1 cylinder wall, front face, 2 3/4 inches down from top of block.
Convex 'bulge', 1/4 inch wide, 1/16th high, w/ hairline crack.
QUESTION: Can the bulge be grounded down to where it is 1/8th inch
concave?
The crack is then welded over allowing the 'grape'
to fill the concave,
which is then dremil tooled down to the correct
3.250" diameter?
Is this recommended, or will I have to go the re sleeving route? Please
