No, you have it backwards. The purchaser provided DRMO with a
completed and approved EUC before pick-up.

No, the license bureau doesn't care about the EUC; they need the Form
97. The EUC is a form to satisfy the Fed. Govt. that you won't use the
vehicle for Evil, and the Form 97 is the govt.'s release of title to
the vehicle. The EUC is basically an application for a background
check, and it must be approved before you can take possession of an
item that requires it.
