Back in my younger days when I was just a boot seaman
in unkle sam's canoe club .. There was a special acid
etch paint we would use on the aluminum superstructure
of Destroyers before we did a primer coat of zinc
chromate. It was called formula 117 and you mixed it
just before you used it since it had a short shelf life.
I would imagine that a similar if not the same etching
paint would be available from a commercial supplier. Be
aware its nasty stuff and you defiantly want to ware
gloves and a respirator mask when using it.. And defiantly
do the painting in a well ventilated space. BUT it treats
the surface so paint does stick and weathers adverse
conditions (salt water environment) well..
