Pioneer tools, follow up

I did some measureing on my M35's pioner tool rack. It looks as if an ax
with a handle size of 28 to 30 inches would be correct. Is the handle of the
ax supposed to rest on top of, or below the top edge of the loop the shovel
blade goes under?
     My father in law had an old D-handle shovel that fits perfectly. It is
38 inches long. He says it is about 40 years old. I looked at the hardware.
Their Mattock heads are 19 inches long with handles 36 inches long. I think
those would fit.
