Need Military Paint Help - Aervoe Problems

HI Everyone..

About a year ago, I painted a trailer with Aervoe #990 (carc green) paint..
Now everything I put in it turns green.. For some reason the paint is
coming off on everything put into or brushed up against the trailer. I
didn't use a sprayer, so I didn't mix anything with it.. Just hand applied
from the can....

What happened? Is it the paint thats no good.. Weather conditions kill
it.... Should it have been mixed with something before it was applied??
What can I do with it now??

Should I be using Gillespie 34094???
