surge brakes over air/hydraulic?

Hi all,
Has any one tried putting surge brakes into the standard system for military
trailers equipped with air over hydraulic?
I am thinking a person could leave the air over hydraulic system and plumb
in a surge unit after the air slave cylinder. It sure would make them nice
to pull behind a regular pickup, while still having the standard system for
military trucks......
maybe a crazy thought, but I know if it can be done, someone here knows.
