No doubt part of it, especially for liability coverage. However the agents
I've spoken to and what I've heard from others is the specific word
'garaged' is being stressed. That means a roof and four walls. If a person
misrepresented that fact when applying for coverage their carrier could
deny the claim later, stating being 'garaged' was a material fact for
issuance of the policy.
But obviously some carriers/agents write coverage for non-garaged
vehicles. It's just a matter of finding them. <g>
