I bought double flare tool set from Saturn Surplus a while ago for about $29 and then bought lines from the local Napa store. They sell wire wrapped lines as
well as bare lines. The lines are very inexpensive and making double flares is really simply once you've done it. I haven't had any problems at all with leaks.

Hint - blow out the lines with air before assembling them onto your chassis. You can never tell what has gotten in there.
