Brian,
If you are dropping half the battery voltage, 3 volts, across the cable alone
(if I read your procedure right), I would suspect that your connections are
poor. If the terminals get hot when you are trying to start the engine, that
would confirm this.
Remove the connectors, clean them and try again.
