There would be no danger to the occupants, IMO. First, they would be inside a
metal cage, the inner armor, (which acts as a Faraday shield) and second, the
system would ONLY radiate any EMP when it was acutely struck by a round and
discharging.

As to the power requirement, power is ONLY required to charge the capacitors.
They could be charged slowly, requiring little power, or quickly, requiring more
power. (Power = Energy / Unit Time) The maximum power required would therefore
depend on the design time between hits. Think of the recharge time for a
photographic strobe unit.
