canvas chain covers (M35)

Hi, List
Just got back from a show in Ga. I bought a pair of the canvas chair guards
for my M35.
I thought all I would have to do is slide them over the hook and be done.
They are very tight and have not got them on yet are all these made like
this?
 I would like to know if it's just me
or is there a trick to getting them on with out cutting the chain or canvas
covers.
