M4 pedistal mount question

Can anybody tell me what the chain is for on an M4 pedestal mount? I can
speculate all sorts of things but they are only guesses. Also, why is there
a half round indentation in one of the 10" riser plates at the bottom of the
pedestal mount? It runs the length of the metal plate.

Just a couple of those great O.D. mysteries, not necessarily keeping me up
at night.
