Depends on your point of view.
Its not bad.
BUT, understand that IF you fid the body and its set
up for a commo van you, then, have to get an Amateur
Radio license and hunt down all the correct gear if
you're going to do an acceptable restoration.
Of course, there are people on this list that can help
with that.
