CUCV 12v supply

Anyone know why the 1009 takes it's 12v power from the rear battery?
Wouldn't it be less strain on batteries to take all 12v power from 12v side
of the 24v-12v resister? Wouldn't it be better to pull 12v from two
batteries? Or am I missing something?
