I doubt that insulating the fuel lies would help. Back when
I was in the home heating oil business, during a severe cold
spell the #2 oil would start to gel in the outdoor, above ground
storage tanks. If the oil filter was also outside, it would collect
the hardened paraffin, looking like a big white blob in the filter
cup. Best to treat the fuel ahead of time. Use a gel preventer
or 70% kerosene ratio to your diesel fuel.
