I worked on the Nike Herc Air defense Missiles back in the early 60's.
To the best of my recollection,
a capacitor can be checked by most multi meters, set in the proper
position. The meter will jump momentarily and them drop back to zero.
Then, reverse the leads and check again. I know of no way to check the
whole system at one time.
