Check the vent hole on the foot treadle valve (foot brake) and make sure it
isn't clogged up, if it can't exhaust air to the atmosphere it won't
release the service brake.
Opening service line at rear of truck (for applying and releasing service
brake on trailer) to release the brake on the truck itself is a dead
giveaway of either a plugged vent hole or an O-ring that is failing inside
the treadle valve.
Kindly keep us apprised of what you find wrong please.
