Looked at the photo's and agree it is a Mico control. Make sure the
handle is all the way down. We had those in some of the Air Force crash
trucks I crewed. Pull handle up, step on brake pedal and the brakes are
locked. Push the handle down fully and the brakes should release. With
the handle down try stepping on brake pedal a couple times, it might
release. But if the valve is stuck in locked mode you go nowhere, no
how, no way.
